Dr. George Chang is a globally recognized expert in pavement smoothness and intelligent compaction/construction technologies. He is the founder and current president of the [International Society for Intelligent Construction (ISIC)] (https://www.IS-IC.org). His pioneering work in research, teaching, specification development, and software innovation has significantly advanced pavement engineering and intelligent construction. Dr. Chang is the creator and maintainer of two leading industry resources: [ProVAL (Profile Viewing and Analysis)] (https://www.RoadProfile.com) and [Intelligent Construction Technologies] (https://www.IntelligentConstruction.com). These websites serve as comprehensive platforms for pavement smoothness analysis and intelligent compaction/construction, widely regarded as go-to tools across the industry. Since 2001, he has led the national deployment of the International Roughness Index (IRI) in the U.S. through ProVAL, and since 2007, he has spearheaded intelligent compaction efforts using the Veta software.
As the Principal Investigator (PI), Dr. Chang has led numerous groundbreaking projects in pavement materials and structural design, surface characteristics (smoothness, texture, noise), and intelligent compaction and construction technologies. Notable projects include FHWA ProVAL Support, HIPERPAV, Concrete Mixture Optimization (COMPASS), Pavement Surface Enhancements, TPF/EDC Intelligent Compaction, Veta MDMS & Web Software, Intelligent Construction Systems and Technologies (ICST), FHWA PRBE, FHWA RealCost, FHWA DQMP, and FHWA IC for Foundations. Dr. Chang has also been instrumental in the development and editing of numerous ASTM and AASHTO standards that transportation agencies and industry professionals worldwide adopt widely. Renowned for his engaging and dynamic teaching style, he regularly conducts international workshops on pavement smoothness and intelligent compaction/construction.
His leadership roles in the industry include serving as President of ISIC, Chair of the Road Profile Users’ Group (RPUG), Chair of the TRB AKP50 Pavement Surface Properties and Vehicle Interaction Committee, and Chair of the ASTM E17.31 Profile Measurement Subcommittee. He is also a TRB lifetime Emeritus member. Dr. Chang’s contributions have been widely recognized through prestigious awards such as the ASTM Kummer Lecture Award, ASTM Meyer-Horne Outstanding Achievement Award, RAI Power List Award for revitalizing U.S. infrastructure, NOVA Award from the Construction Innovation Forum (CIF), Founders’ Award from RPUG, ASTM Billiard-Stubstad Award, the TRB Certificate of Appreciation, and the NRRA Eugene Skok Distinguished Lecture Award for Excellence in Pavement in the United States. His work is frequently featured in leading industry publications, technical reports, and books.
